Borussia Monchengladbach and Galatasaray were also among the clubs interested in the services of the US international and it looked like the Germans had won the race.
Representatives of the German club travelled to the States to watch him play and then visited his home to sell the project.
The Bundesliga club submitted an official bid after agreeing on personal terms with the 24-year-old but was unexpectedly shut down.
Vazquez - who has 48 goal involvements in MLS and scored for the USA in their Gold Cup opener last weekend - is certain to move when the season draws to a close.
However, this latest development damages his chances of a move to the aforementioned clubs with reinforcements needed sooner.
