According to The Athletic, Roberts will switch Elland Road for St. Andrews after 'positive talks'.
Reports suggest that a fee of around £750,000 will be paid for the Englishman with a medical set to take place in the next week.
The 24-year-old West Brom academy graduate joined Leeds in January 2018 for an undisclosed fee rumoured to be £2.5 million, potentially rising to £4 million.
His first Championship goals came against Preston in September 2018 and he was an integral part of Marcelo Bielsa's squad.
The Argentinian would regularly praise the striker's skillset and was very vocal about the confidence he had in his abilities.
Roberts made 50 appearances in the Premier League and scored a total of nine goals at Leeds before being loaned out to QPR in August 2022.
Injuries limited his playing time at Loftus Road but on paper, he has the ability to boost City's attack.
The Blues struggled in front of goal this season, with top scorer Scott Hogan netting 10 times in 37 matches.
