Chelsea see Veiga as a potential replacement for Mason Mount, who is on the verge of joining Manchester United.
The 21-year-old midfielder impressed last season and has a release clause of €40m (£34.4m) in his contract.
While Liverpool, Manchester City, and Barcelona have also shown interest in Veiga, PSG are intensifying their efforts to strengthen their midfield.
Veiga, predominantly playing as a No 6 or a No 8, scored 11 goals and provided four assists in 36 La Liga games last season.
However, PSG have yet to trigger Veiga's release clause, leaving the door open for other clubs.
Chelsea, in particular, are in need of midfield reinforcements with the impending departures of Mount, N'Golo Kante, and Mateo Kovacic.
Veiga is a key candidate on their shortlist, and sources suggest that Chelsea may make a move for him this month.
Chelsea's primary focus, though, is securing a deal for Brighton & Hove Albion midfielder Moises Caicedo, with an £80m offer in the works.
The club aim to offer a new long-term contract to young centre-back Levi Colwill, who is not part of any potential deal for Caicedo.
However, Colwill wants to discuss his future with new head coach Mauricio Pochettino.
Chelsea are also interested in Southampton's Romeo Lavia, but the £45m valuation and competition from Arsenal and Liverpool make it a challenging pursuit.
