Personal terms between the player and the club had purportedly been settled, but Dortmund has now withdrawn from the deal, citing a reluctance to invest €30-40 million in the Mexican international.
The decision comes in the wake of Emre Can's contract extension, with Dortmund favouring the German player for their defensive midfield position.
