According to a report in French newspaper Midi Olympique Lydiate - whose contract with the Dragons expires at the end of next season - is the target of European heavyweights Toulouse.
Lydiate should be the envy of the the biggest clubs in the game after several outstanding performances that saw him claim the Six Nations player of the tournament award.
The report also suggests that fellow Top 14 campaigners Toulon, who have already acquired the services of fellow Grand Slam winner Gethin Jenkins for next season, are negotiating with Cuthbert over a deal to take him away from Cardiff blues.
Cuthbert has revealed that he would like to stay at Cardiff who are set to give a huge salary increase as he is currently on a development contract which sees him pocketing £30,000 a year.
Payment of Cuthbert’s contract is split between the Blues and the Welsh Rugby Union because he previously represented Wales sevens team.
Midi Olympique also reveal that Racing-Metro are targeting Ospreys fly-half Dan Biggar.
If these players agree to these deals they will join other Wales players Jenkins, Huw Bennett, Aled Brew and Luke Charteris who have already joined Top 14 clubs for next season.
